One of the key themes of the series is the meaning of true friendship. Over the course of the series, we see genuine affection and friendship develop between the boys and Penny, for example. By way of contrast, Howard's ridiculous attempts to pick up women and, more to the point, his offensive and crude comments toward Penny demonstrate the opposite of true caring for someone.
